I mostly want this question answered because it is difficult for me to RP Ayame in his shop without also RPing Mine. It might be fun for someone to play two people at the same time.
Borrowing characters:
If you want to RP any unclaimed character for a little while, you could type ooc: borrowing _(name of character)_ at the top of your post. This would allow people to use characters, and the characters would still be available to new members.
New characters:
If you were allowed to creat a new character, it would have to be accepted by the other users of the board.

I'm teetering between "Wait for more people to join and claim them" and "Only let people pick minor characters for seconds" and "Allow more than one character along with borrowing." What I mean is, I know from experiance that it's really boring to RP with yourself. What if two members of the zodiac were talking? Would you want to be both and control everything? You always know what's coming next, and that's not a lot of fun. But if you were a zodiac and a secondary character (like, say, Ritsu and Momo) I think that would be okay. And I like the borrowing characters idea too. Can you make a category for that? Eh heh heh.  |

OK, I'm thinking we should keep main characters (Zodiac, Uo, Hana) open for new members, but still let the minor ones be taken as seconds or borrowed.
